Yes, if I were to build one now, I would just replace the Pentium and the motherboard for a Ryzen 3 1200 and its corresponding motherboard. Much better performance and it'll stay on the same price.
there isn't any real bottleneck unless you start looking at max fps @ 1440p or higher tbh but even then it goes past 60 easily/
not at all. The CPU is so cheap because it's the best deal ever released by intel, literally made the whole i3 line-up useless by offering the same chip for $40 less
it's not loud at all, just much hotter
By default, the fans don't kick in until it gets really hot, meaning over 65C ( which it does really quickly). I set mine to kick in at 45C or higher, which keeps it at 47-50C under max load, the obvious drawback is the noise, which I don't really mind; though it can become an annoyance when the card gets over 50C at idle. But again, I don't really like having it get hot at all so I stand the noise.

g4600 has hyperthreading, it's a slightly higher clocked g4560 with better igpu, it appeared before the g4560 so I got that one instead.
