Okay, I'll definitely have a peek at the BIOS. I do recall trying to overclock before I realized my mobo couldn't overclock and I did change the frequency over the turbo speeds but the CPU stayed where it was, so I'll take another look and tinker around and see if I could get a fixed speed. Thank you for letting me know about this!
Since you have a good point and GTA may not have been the best option, I got Cinebench and ran it 5 time back to back and the highest temp I saw was 45 degrees on the CPU and the CPU did go to core clocks but it still didn't turbo.
The software I'm using to check the frequency is the app center software with my motherboard.
But I never thought about running cinebench, I just ran it 5 times back to back and I did see the CPU hit the core clock but it still didn't go to turbo speeds.
My current PSU is the EVGA B3 550W 80+ Bronze
Yeah I was definitely going to get a SSD at some point I just never knew what was reliable so thank you for the SSD tier list that will definitely help out with picking one!
Yes that is my build. Under load while playing GTA V with distance scaling, and the extra scaling maxed with most settings on very high I was seeing after about an hour of driving and explosions 46 degrees Celsius max I didn't see it any higher. Definitely no thermal throttling to my knowledge.
Oh sorry I should've been a little more descriptive the RX 570 is what I upgraded to, I had a 750 ti prior to this parts list.
I do also want to get a small SSD down the road as well but I've just been focusing on upgrading the CPU and whatnot. Overclocking the RAM is something I never really thought of I'll have to look into that because I have no knowledge of overclocking RAM.
I will also keep the Corsair RMX in mind I did have another PSU but I replaced it with the EVGA because it didn't have enough power for the 570 and it wasn't modular at all, the EVGA PSU seemed good enough for the time and wasn't too expensive.

I checked out the the RX 560 and it doesn't show price on this website but I looked it up and its right on my budget I'll also check out the RX 570.
The monitor I'm getting is a 1920x1080 60 Hz and I will usually be playing games in fullscreen
When I get to the games I usually play around with the resolution, but definitely something that at least looks good and isn't too small for the screen. So the 460 would probably work with me, then again if I get the 460 I'll be able to upgrade after awhile so I guess either way it works out.
The games would probably be from Team Fortress 2, Garry's Mod, GTA V, or things around that.
The resolution I'm targeting is at least 1080p and my frame rate at the least 30fps to 60fps
