If you want to play 60+ on 1080p, an rtx 2070 is more then enough. A 1660TI should fit in your budget and get your preferred fps.

Okay overall nice build, but some things to point out, the stock cooler would be just as good as the 212, so you can save some money, and the motherboard isn't does not have many needed features and fan headers, and I changed the gpu to one with a back plate: https://pcpartpicker.com/list/QLhDtg

  1. Hey to controle the RGB fans on the cpu cooler, you have to buy the lighting node pro or the 3 fan kit with the LNP. I suggest buying the fan kit, ( but it is 100 bucks) So you can have the ll140s synced up and all controlled by the same software.

  2. If your willing to spend a few more bucks, you can get a NVMe m.2 drive, ( as your WD one is sata) Wich would be faster, only for 25 more bucks: https://pcpartpicker.com/product/Ny22FT/corsair-mp510-960gb-m2-2280-solid-state-drive-cssd-f960gbmp510

Okay, to water cool your gpu you have to have a custom loop, ( Which I dont think you want to do because its your first build) or have one of these cards: https://pcpartpicker.com/product/Ktzkcf/evga-geforce-rtx-2080-8-gb-ftw3-ultra-hybrid-gaming-video-card-08g-p4-2284-kr However I suggest going with the strix as it looks better in the athstetics darpartment and its 3x fan set up is a pretty decent cooler. For your cpu, I sugest going with this water cooler: https://pcpartpicker.com/product/JYCD4D/corsair-h100i-rgb-platinum-750-cfm-liquid-cpu-cooler-cw-9060039-ww I also use the cooler, and I love it. The temps are really good, and it has alot of RGB to give your build more pizazz

So in conclusion...

Stick with the asus strix graphics card and get the Corsair H100I RGB platnum cpu cooler. As for fans, the h500i comes with enough + the cpu cooler has them.

Oh yeah, your fine. When using the m.2 ssd, you will be unable to use 1 of the 6 sata ports, and with this rig you should only be using 0-2. This won't be a problem.
