I've been researching different parts for a few hours but had to idea what to pick :c I hope you guys can help me out!

What I'm looking for is: - micro or atx mobo - ability to upgrade in the future if needed - fairly nice case :p - able to run modern games on at least normal with a solid +60 fps (or high if possible)

OS will not be included in the budget, but which would be better W7HP or W8.1? I also do not need peripherals or a monitor.

If you want to go under the budget change r9 270 to gtx 750 Ti but you wont be able to SLI, overclock this cpu for better performance. You can upgrade the cpu to i5 & i7 in the future along with adding another r9 270 in crossfire. Windows 8.1 is better.
