Answer #1: Thermal Grizzly Conductonaut, but you don't want to use it because it's conductive and can cause all sorts of issues if you aren't super careful and know what you are doing. So,

Answer #2: Thermal Grizzly Kryonaut, because it consistently wins comparison tests by at least a fraction of a degree if not more. But, looking at those tests, most decent name brand pastes are within 2 or 3 degrees. So,

Answer #3: the thermal paste that you have on hand that isn't some mystery crap brand.

Seriously, kryonaut, any of the Arctic or Noctua pastes, Prolimatech, I'm forgetting more than a few, ...
