I am pretty new to this stuff but I have 1400$ avaliable to spend. I do not now what kind of PC that money can get but I would very much like to see if anybody could help me pick the best parts for this budget. I do not need a monitor (my current one is an HP 27wm LED) or keyboard/mouse.

Actually, it's pretty much time for a Monitor upgrade. Anything higher than a RX 590 would be overkill for your 1080p 60Hz Monitor, and you would be wasting potential with anything higher. A 1440p Monitor with Freesync and 75Hz would be an excellent upgrade for you.

It’d be fine, but if you can squeeze in the CPU from my list, you’ll have the most powerful hardware (for your budget)
