Budget: 500-600 - Location: USA - Use (gaming, rendering, etc): Emulation gaming SNES up to dolphin and PCSX2 generation. - Operating System: Suggestions.

Hello I'm looking to build a pc just for emulating old game systems to play my game collection on. Would like decent graphics but can be lower quality. Also good playable speeds on the Pcsx2 and dolphin emulator. Hoping not to spend a lot but willing to if necessary. Thanks for any suggestions or advice.

I would suggest getting a used system like an old optiplex with an i7 or maybe a decent i5. i7-3770 or i5-4690 are both solid options that should output pretty good performance. For comparison, the 3770 is about on par with the Ryzen 5 2400G and the i5-4690 is on a similar to the Ryzen 3 2200G. You can get a used system with either of those processors for around $200 and all you'd have to do is get a graphics card and a new power supply - maybe more ram too. Also you can find really good used GPUs for cheap. GTX 1070 cards are going for $200 used right now which is a steal.
