What about this? Its about as small as it gets, and it has a ryzen 5 2400g. There is 16gb of ram and 480 gb of storage. The extra fan would be optional, to replace the stock fan on the cooler, as the stock fan is brown, and can be seen through the mesh. If this is a non-issue for you, the fan is not neccesary. You haven't specified what will be used with this PC. If it is just things like browsing Google, Microsoft Office and whatnot, a 220GE is going to be more than enough. The 2200G and 2400G are both budget gaming chips which are certainly faster but for basic use, there isn't really a difference.

RAM wise, 8GB is still the standard for most work. 4GB proves to be restricting as the OS will take up 2 - 3GB on idle so 8GB gives you more than enough headroom.

An SSD is the thing that will determine the speed of this computer in office work. Fast boot times and load times will make it feel extremely snappy.

We could go with an HTPC case but unless you'd really benefit from the space these save, it's not worth spending a lot of extra money for one. Mini ITX cases are cheaper themselves, have better airflow and more compatible PSU's which also bumps the cost down.

A CXM 450W is more than enough for a 220GE. If anything it's overkill but I'd advise against going lower as the CXM line is where the good budget units stop and start to become unreliable. anything cheaper than this is likely to be lower quality and could shorten the lifespan of your parts. On a side note, if a GPU or better CPU is ever needed, 450W is more than enough. I personally run a Ryzen 5 1400 OC @3.9 GHz alongside a 1070 Ti on a CXM 450W and it is absolutely fine.

Last of all, we need a fan to move air around the case. The 220GE won't produce much heat anyway but it is nice to have.
