$200-$300 Build for Grandma

My Grandma needs a new computer desperately. Is it possible to build something better/cheaper than one of those cheap Dell/HP desktops? I have an older 250GB SSD I could throw in there to reduce cost but once you add Windows to a build, it doesn't seem possible. She doesn't use her computer for anything more than email, the built in Windows games (no longer, RIP) and printing recipes. I wanted to just go with a Chromebook but I don't think that's a good idea.

Probably want to go with a cheap used dell optiplex like this.

When you're at this budget it is significantly better to buy used.

A refurb optiplex like the one linked to by SubNautica is a much better value. Lower cost, better CPU, more RAM, even a nice looking small form factor case that is well built. Dell business class computers are actually pretty rugged. Perfect for this sort of thing.
