I talked my friend into building a pc the cost has to be 400 usd or less he needs everything except os, mouse and keyboard,hdd or ssd, monitor and gpu. Also he wants an optical drive and wireless adapter for wifi thank you in advance.

Don't know the GPU he has so the PSU probably isn't strong enough for said GPU.

Does your friend have an older desktop? Because if so, there's your Optical Drive. The technology hasn't really change in the past 15 years since the adaptation of the Serial ATA standard.

To put it in perspective, my friend build a gaming PC 3 weeks ago and put in the DVD Rom from his old Windows Vista desktop.
