Is it possible to build me a system that could play witcher 3 at 60fps on ultra?

One of the things that's really important to me is a cool system (cpu, gpu, good airflow in case, etc).

Budget: $1000

Location: Massachusetts, USA

Use: Gaming

Peripherals required: Just the PC with a case and case fans

OS required: I have windows 7 already

Nope, not neccesary. Just wanted to run big games like Witcher 3 at 60fps on ultra or "high" settings if possible.

I believe the requirements to run witcher 3 comfortably at 1080p 60fps would be i7 4790k with GTX 970. Haswell is end of life and provides little upgrade flexibility. The build below is on the newer Skylake architecture. The CPU is locked however the MB is OC capable in case you decide to upgrade to a unlocked CPU in the future.

Aside from that, this build will meet and exceed your requirements.

Case already comes with 2 x 140mm, one in front and back. Extra 140 would be for front. 2 in front, CPU cooler and 1 fan for exhaust.
