Low framerates increase latency, so it does have to do with hardware in some ways.

It's personal experience. I've tried running CS:GO at 20FPS and the lag is unbearable. Locking it at 60 and there's still a ton of lag.

Cs:go is **** in a way that you experience lag from 64tick and **** hitboxes. When your at 20 fps your gonna be lagging from hardware 60fps lag could be from screen tearing or you having a high ping. (Most likely the ping)

my ping is 12ms and I still get lag at 60fps
